Meaning (意思 yìsi)
The structure V + 了 + time duration + 了 expresses an action that has lasted for a period of time and is still ongoing at the present moment.
Explanation (解释 jiěshì)
This structure is used to emphasize an action that began in the past, has continued for a period of time, and is still ongoing at the moment of speaking.
The biggest difference from the structure with only one 了 (V + 了 + duration) lies in the meaning of "still continuing."
我学了两年汉语: I studied Chinese for 2 years (and have since stopped).我学了两年汉语了: I have been studying Chinese for 2 years (and am still studying).
The first 了 after the verb indicates the completion of the time period, while the second 了 at the end of the sentence is a modal particle signaling that the situation is still ongoing.

Common mistakes
- Wrong:他学了两年汉语。Correct:他学了两年汉语了。
If an action is still ongoing, omitting 了 at the end of the sentence will cause the listener to understand that the action has been completed.
- Wrong:我看电视一个小时了。Correct:我看了电视一个小时了。
The 了 must come immediately after the verb to indicate an action that has begun and continues to the present.
