谁都 (shéi dōu) or 谁也 (shéi yě) means "everyone…" or "anyone…". This structure is used to generalize over all people, emphasizing that there are no exceptions.
When used with a negative such as 不 or 没, it means "no one…", for example 谁都不知道 (no one knows). 都 and 也 are interchangeable in this structure.
